Organizational Setting

The Office of Evaluation (OED) of the Food and Agriculture Organization of the United Nations (FAO) has launched an evaluation of FAO's Strategy for Partnerships with Civil Society Organizations. OED is seeking qualified national consultants to join the evaluation team. The FAO Governing bodies have requested the FAO Office of Evaluation to conduct this evaluation, with the expected completion by July 2020. The evaluation will aim at providing evidence-based analysis of the appropriateness of the Strategy and related achievements.

Background:

The main purpose of this evaluation is to provide FAO management and governing bodies with an assessment of the progress made by FAO towards implementing its Strategy for partnerships with the civil society organizations. Namely, the evaluation intends to examine the extent to which the Strategy has contributed to FAO’s role in promoting the quality and scope of partnerships with the civil society organizations. It will seek to examine the appropriateness of the design of the Strategy and its supporting mechanisms and approaches, assess the Strategy’s implementation modalities and report on the achievements resulting from partnerships with the civil society organizations. In addition, the evaluation aims at determining the reasons why the expected results of the strategy did or didn’t occur. The evaluation will also aim at identifying good practices and lessons learned during implementation of the Strategy to assist in decision-making around the formulation of future partnership development approaches.

The evaluation will be conducted from February – June 2020.

Composition and profile of the evaluation team:

OED is looking for qualified consultants to join the evaluation team with expertise in the following areas:

Knowledge of the institutional context of Civil Society Organizations in the country

Experience in working in the areas relevant to FAO’s mandate (Agriculture, Food Security Natural Resources Management, or related fields)

Experience in conducting qualitative evaluation and/or research

Experience in partnership building or partnership development

Tasks and responsibilities of the team members:

Under the overall supervision of the FAO Office of Evaluation (OED) the consultant will be responsible for:

Reviewing documents concerning FAO’s activities in the People's Republic of China which involve Civil Society Organizations (Non-Governmental Organizations, Social Movements, Producer Organizations and other member based and community based organizations).

Reviewing documents concerning the work of national and international Civil Society Organizations working in the fields of FAO’s mandate (agriculture, food security, natural resources managements etc.).

Conducting interviews and meetings with FAO staff, Civil Society Organizations and other stakeholders.

Consolidating the information collected in a country-results report on FAO’s partnerships with Civil Society Organizations in the country focusing on describing the results arising from partnerships.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

Advanced university degree in a relevant discipline (agriculture, food and nutrition security, economics, development studies, social sciences, etc.).

A minimum of 5 years of professional experience in one of the following fields of specialization: (A) Partnership Development between UN and Civil Society Organizations; (B) Project/Program Management for sustainable development as part of Civil Society Organizations; (C) Promoting the participation of civil society organizations in national or international policy processes and multistakeholder initiatives.

Demonstrated experience in evaluation. In particular, good experience in conducting evaluation analysis and interviews, report writing. Knowledge of participatory evaluation techniques is strongly desired.

Fluent in Chinese, and excellent working knowledge of English.

Chinese nationality.
